These data are part of the state government’s response to the SPD’s Great Question quality of instruction at the primary schools of Schleswig-Holstein in the school year 2018/19. The entire answer can be found as document 19/1723 at the Schleswig-Holstein State Parliament.
Character set of CSV files is ISO-8859-1, column separator is semicolon. The CSV files should therefore be easy to open with Excel.
