Austrian Stability Pact 2012 and federal load shift; Vienna
Description
The Austrian Stability Pact 2012 (ÖStP 2012) regulates obligations of the federal government, states and municipalities to ensure that criteria of budgetary discipline are respected in a sustainable manner. Against the background of the forecast macroeconomic developments and the newly agreed financial equalisation, the short study makes initial estimates of the budgetary developments of the territorial levels for the financial compensatory period 2024 to 2028. Expenditure dynamics at sub-national level – especially in the areas of health care, elementary education, social affairs and care – have led to countries and municipalities tending to move away from the objective of budgetary equilibrium.
