Old Armaments Loads in Lower Saxony

From 1989 to 1997, under the auspices of the Lower Saxony Ministry of the Environment, a systematic risk assessment of armaments waste loads was carried out on all suspected sites known or added in the course of this processing. The risk potential of old arms loads must be particularly high, because the construction of the armaments industries and their operation was usually carried out under war conditions and production took precedence over measures to protect the workers there and the environment.
Large-scale contamination was caused, for example, by airstrikes that damaged or destroyed the production facilities and by improper demilitarization of the facilities, with toxic production materials entering the environment uncontrollably. Whether there is a specific danger at the respective site and what the extent of contamination is must be proven by investigations.
In the orientation and detailed investigations, armament-related environmental chemicals, explosive material and, in individual cases, chemical warfare agents were found.
These led to considerable contamination of the soil and groundwater. 181 sites in Lower Saxony were classified as old armaments loads.
An update by consultation with the competent soil protection authorities is carried out every 3 years. According to NBodSchG ยง 10, responsibility for (armament) contaminated sites lies with the districts and non-district cities for which the site-related reports from the risk assessment of armament contaminated sites are available. The LBEG has an advisory role on technical issues of these authorities. Further and, if necessary, more up-to-date information can be obtained from the competent soil protection authority.
