The Sustainable Urban Mobility Plan (SUMP) is the strategic document that aims to guide urban mobility policies for the next 10 years.Regional rail transport can make a strategic contribution to the efficiency of the Metropolitan City’s backbone public transport network. The choice of the SUMP was to take as a reference the ‘Capillari’ exercise model, as it has the greatest margins for integration at territorial level in peripheral areas and the obligation to reserve adequate capacity also for crossing the Florence node. The ‘capillary’ scenario, through a project to infrastructure accessibility to all stations/stops in the urban area in Florence, starting from those directly connected to the tramway network, is capable of constituting a powerful system of capillary distribution of demand directly through the backbone network, without necessarily burdening the urban automotive network.As regards the completion of the high-speed rail system in the Florence node, the SUMP, in confirming the forecast of AV undercrossing, can only reiterate and strengthen the request for the upgrading of the surface rail node, highlighting the need to ensure all the measures that allow the surface rail network to carry out a rail service of a metropolitan and urban nature such as to guarantee adequate accessibility to users of the Florentine metropolitan area.The drafting of the SUMP is based on a logic for scenarios, aimed at verifying and comparing the effects of different possible strategies for governing mobility: the Reference Scenario (i.e. the interventions that can be carried out independently of the SUMP as they are already planned-programmed and already provided with financial coverage), the Plan Scenario (i.e. the infrastructural and non-infrastructural interventions, additional to the Reference Scenario that meet the general and specific objectives that the SUMP has set itself), the Evolutionary Scenario. The geographical data of the SUMP to be published refer to the three scenarios of the plan contained in the approved tables.The Metropolitan Council of Florence initiated the procedure for drawing up the metropolitan SUMP and verifying the SEA with Resolution No 121 of 19 December 2018 and with Resolution No 24 of the Metropolitan Council of 21 April 2021 definitively approved the Pums-Urban Sustainable Mobility Plan of the Metrocity.
