Description
The Sustainable Urban Mobility Plan (SUMP) is the strategic document that aims to guide urban mobility policies for the next 10 years.The SUMP of the Metropolitan City, in line with the functions assigned to metropolitan cities by Law 2/2018, has identified the structure and hierarchical structure of the inter-municipal extra-urban cycle network of metropolitan interest for mobility for operational purposes (work, study, acquisition of goods and other essential services) and for recreational tourism purposes. Recognition of the routes that complete this network in the urban sphere, guaranteeing its continuity for access to the attracting poles of supra-municipal rank, is entrusted to the municipalities in which the latter fall. The SUMP is limited to highlighting the location of the sub-road networks in which the municipalities concerned will have to identify these routes and submit to the Metropolitan City the relative planning for the co-financing of their adaptation or construction from scratch. As the municipalities produce this documentation, the related paths will be included in the biennial updates of the SUMP.The drafting of the SUMP is based on a logic for scenarios, aimed at verifying and comparing the effects of different possible strategies for the governance of mobility: the Reference Scenario (i.e. the interventions that can be carried out independently of the SUMP as they are already planned-programmed and already provided with financial coverage), the Plan Scenario (i.e. the infrastructural and non-infrastructural interventions, additional to the Reference Scenario that meet the general and specific objectives that the SUMP has set itself), the Evolutionary Scenario. The geographical data of the SUMP to be published refer to the three scenarios of the plan contained in the approved tables.The Metropolitan Council of Florence initiated the procedure for drawing up the metropolitan SUMP and verifying the SEA with Resolution No 121 of 19 December 2018 and with Resolution No 24 of the Metropolitan Council of 21 April 2021 definitively approved the Pums-Urban Sustainable Mobility Plan of the Metrocity.
