Central Nuclear Material Register

Description

Article 157 of the Act on Ionising Radiation Protection and Nuclear Safety (ZVISJV-1) provides that the body responsible for nuclear safety (i.e. the Nuclear Safety Administration of the Republic of Slovenia) is to keep a central record of nuclear materials. The central nuclear material register consists of databases on nuclear materials and related document collections. Data from nuclear material records to be kept by nuclear material holders in accordance with EU legal acts are entered into the central nuclear material register. Data from the central nuclear material register and the records of nuclear material held by the holders and the related document collections are not public, except for aggregated data on the type and quantity of nuclear material in the country. The nuclear material holder must ensure the protection of nuclear materials and organise their storage across material balance areas and keep records of nuclear material for each material balance area. The nuclear material holder must ensure the smooth functioning of the nuclear material inventory equipment at the time of direct inspection by international organisations (i.e. International Atomic Energy Agency/IAEA and European Commission/Euratom). The transfer of nuclear material data to the central nuclear material register is laid down in Article 2 of the Decree on Safeguards, where reference is also given to Commission Regulation (Euratom) No 302/2005 of 8 February 2005 on the application of the Euratom safeguards provisions (OJ L 54 of 28. 2. 2005, 302/2005/Euratom), which specifies the type of reports and the deadlines for reporting to international organisations. Nuclear materials themselves are already defined in Article 197 of the Treaty establishing the European Atomic Energy Community (OJ C 84 of 30 March 2010), namely ‘ores, source materials or special fissile materials’.
