Persons who have made use of social security provisions that are subject to contributions (from 01-01-2020)

Description

This file contains the data of all persons aged 18 years or older who have made use of Wmo customised facilities in the care year, the costs of which are charged to the Wmo-2015 (Social Support Act 2015) and for which a personal contribution must be paid. This care is registered by the Central Administration Office (CAK). This concerns care that the client receives by appointment with the care provider, or that the care provider delivers to the client's home. This can include care for the elderly, the chronically ill, people with disabilities, people with long-term mental health problems or people who need temporary care. The care used includes care in kind and personal budgets for which a personal contribution must be paid, the costs of which are borne by the Wmo. - Non-residential WMO-funded care includes the function of domestic care, personal care, counselling and aids and amenities. Accommodation in an institution with the indication short stay is also included under the use of Wmo custom-made facilities. Wmo-funded care with accommodation includes shelter and protected housing. For classifying the custom-made services into the four types of custom-made services that are used in the MLZ-Statline table ' the reference book TYPEMWVREF can be used from the System of Social Statistical Files (SSB). Due to the transition to the subscription rate, the CAK will no longer collect data on the type of customised provision and form of delivery for Wmo care at home from 2020, so that this breakdown can no longer be made. The CAK also switched to a new registration system for Wmo customised facilities (excluding accommodation and reception) in 2020. Due to these changes in the register dates, the figures for 2020 and beyond are not necessarily comparable with the previous reporting years. Persons under the age of 18 do not have to pay a personal contribution and therefore do not appear in this file. The year in which care is provided, the year of care, differs from the calendar year. A care year always runs from Monday to Sunday and consists of 13 periods of 4 weeks. Once every 5 years, a care year consists of 12 periods of 4 weeks and 1 period of 5 weeks. The file contains per person the custom-made facilities that were used with a start and end date per consecutive period per custom-made facility. This file contains only care of people who once were in the Basic Registration of Persons (BRP) or are still there. Generic permission for the use of this file has been granted by the data provider, on the condition that the data provider receives an overview of the studies carried out. This overview is maintained by the Centre for Policy Statistics. More information on how to access the data: > https://www.cbs.nl/en-en/our-services/custom-and-microdata/microdata-self-research ### Methodology Important for users of the component is to know that there is a method breach between 2019 and 2020: - In 2020, the Wmo subscription rate was introduced, which replaced the own contribution; - As a result, the CAK will no longer collect data on the type of customised provision from 2020 onwards; - As of 2020, only a start and end date of use of Wmo support is known; - In 2020, the number of unique persons using Wmo has increased more than expected compared to 2019, which is because from 2020 onwards persons with an exemption have also been included in the administration (so from 2020 onwards the administration will be more complete than before); - The administration of use of Wmo with stay is unchanged; On 1 October 2022, the iEb2.0 messaging standard came into effect. Municipalities then had to re-register all their current clients with residence at Wmo. The introduction of the new messaging standard has also had an effect on the Wmo AT flow – certain software suppliers have made adjustments to their software, which has led to (unnecessary) messages. The above has led to more records (but not so much (new) customers). ### Population Persons of 18 years or older who have made use of Wmo custom-made facilities in the year in which the costs are for the account of the Wmo-2015 and for which an own contribution must be paid. These are people who once stood or stood in the BRP.
