Characteristics of benefit periods of persons receiving social assistance benefits (from 01/01/2022)

Description

This bus component from the CBS Social Statistical File (SSB) contains characteristics of the periods during which persons were entitled to one or more social assistance or assistance-related benefits. Included are the start and end date of the period, the type of benefit (or types of benefits) to which the person was entitled during that period and the formal start date of the benefit(s) in question specified by the reporter. These are benefits under the Work and Assistance Act (WWB) (from 2015 these are social assistance benefits according to the Participation Act) including general assistance, assistance to addressless persons and assistance to those provided elsewhere, the Self-Employed Assistance Decree (BBZ), the Older and Partially Disabled Unemployed Workers Income Provision Act (IOAW), the Older and Partially Disabled Unemployed Self-Employed Persons Income Provision Act (IOAZ) and the Work and Income Artists Act (Wwik). As of March 2020, persons with a temporary bridging arrangement for self-employed entrepreneurs (Tozo) are included in the variable Tozo. The Wwik has expired since 1-1-2012. From this moment on, people can no longer claim a Wwik benefit. The Participation Act succeeded the WWB in 2015. That is why, from 2015, we speak of (general) social assistance benefits under the Participation Act instead of WWB benefits. The file is of the bus type. Bus type means that the data file (component) has a form in which attributes are associated with an entity in a record (a row in the file) using a time key. The time key consists of a start date and an end date. When a change occurs in one or more attributes, a new record is created. There should be no overlap in the time keys of successive records for a specific entity. The government has taken measures to mitigate the economic consequences of the Corona pandemic. One of the measures taken by the government is the Temporary Bridging Scheme for Self-Employed Entrepreneurs (Tozo). The scheme provides an additional subsistence allowance for the self-employed if income falls below the social minimum due to the coronavirus crisis and a loan for working capital to deal with liquidity problems due to the coronavirus crisis. Tozo falls under the Bbz, but because of the information need, it was decided to include the Tozo in a separate variable in the component. As of the reporting month of March 2020, provisional versions of the dataset will be made available in connection with the new Tozo scheme in addition to the final version. For information on the quality differences of the different versions, please refer to the annex to the data design. ### Population All persons to whom one or more social assistance benefits and/or other income replacement benefits have been paid in the reporting year.
