Characteristics of child AKW benefits (from 01-01-2018)
Description
This SSB component contains data on benefits under the General Child Benefit Act (AKW). These are AKW benefits that are primo during the reporting period. For these benefits, entitlement continues to exist during the quarter, provided that the child does not generate his own income himself.
The AKW is a national insurance scheme and regulates the financial compensation for insured persons who care for and raise children. The insured person is entitled to family allowances for his own children, step and foster children up to the age of 18, which he cares for and maintains. The AKW means a &gkind ' a child who is maintained and raised as one’s own child. Depending on the child’s income and/or the situation of the child (care needs and/or housing), the insured person receives single (once) or double (twice) child benefit. The insured person does not necessarily have to be equal to the legal parent according to the KINDOUDERJJJJJJJTABVV of team demographics. In practice, for no more than a few percent of the children enrolled in the BRP and can be found in the KINDOUDERJJJJJTABVV, one or both caregivers differ from the legal parents according to the KINDOUDERJJJJJJTABVV.
A benefit can be transferred abroad within the framework of the Act on Export Benefits (Law BEU).
The file is composed of AKW benefits granted to the caregiver(s) of the children. The data are based on the child for whom child benefit has been applied for. Although the child-level file (RINPERSOONS/RINPERSOON) should be unique, some children appear to be more common in the file. This figure is less than 0.01 % of the total number of children.
To make RINPERSOONS/RINPERSOON unique at record level, a sequential serial number is assigned to the record after the file is sorted by RINPERSOONS and RINPERSOON. The order number AKWVolgnrkinda is composed of the reporting period (year and month) supplemented by a 7-digit number. The sequence number AKWVolgnrkinda together with RINPERSOONS and RINPERSOON forms the unique key of this file.
For each child, the RINPERSOONS/RINPERSOON of both carers are included. From this registration, the number of AKW benefits can be derived by determining the caregiver(s) of each child. By aggregating on the RINPERSOONS/RINPERSOON of both carers, the number of AKW benefits can be derived. This includes cases where the RINPERSOONS/RINPERSOON of both caregivers are unknown.
As of 2018, due to a new system at the Notifier, the Social Insurance Bank (SVB), the file has been changed in substance:
—the variables AKW time spentkinda and AKWmatevanhouda no longer appear in the stock;
—variable AKW Situationkinda has been added and contains the following values:
01 Residency due to study
02 Residents due to illness
03 Intensive care needs
06 Resident same address
07 Resident at home deviating address
99 Situation child missing;

### Methodology
The data in this component are on a registration basis: this means that there has been no correction for information that has been complied with (the so-called administrative delay). The reporter reports on a quarterly basis of the population. As a result, no estimate or increase is required.
### Population
The population of the component consists of quarterly pending AKW benefits, which have been applied for for the children. The data of this file are based on the child (RINPERSOONS/RINPERSOON). The dataset is not unique at person level but at benefit level. The key to the dataset is the combination of RINPERSOONS, RINPERSOON and AKWVolgnrkinda.
For the right to family allowances for a quarter, the situation on the first day of the quarter is decisive, this is the so-called reference date. If changes occur during the quarter in the situation of the insured person or child (e.g. if the child turns 18), the right to child assistance remains unchanged in that quarter.
For each child, the RINPERSOONS/RINPERSOON of both carers are included. From this registration, the number of AKW benefits can be derived by determining the caregiver(s) of each child.
