Own contribution Wmo care at home (01-01-2015-01-01-2020)

Description

This file contains the data of all persons aged 18 or over who have used Wmo-customer facilities in the care year, the costs of which are borne by the Wmo-2015 (Social Support Act from 2015) and for which an own contribution (EB) is to be paid which is calculated through the maximum period contribution (MPB) system. This concerns care that the client receives by appointment at the care provider, or that the healthcare provider delivers to the client at home. It may include care for the elderly, chronically ill, people with disabilities, people with long-term mental health problems or people who need temporary care. WMO-funded care includes the function of domestic care, guidance, and part personal care (another part is covered by the Health Insurance Act. Persons under the age of 18 do not have to pay EB and therefore do not appear in the file. WMO care at home is delivered through the maximum period contribution (MPB) system. Within the MPB system, the year in which care is delivered, the year of care, differs from the calendar year. A care year always runs from Monday to Sunday and consists of 13 periods of 4 weeks. Once every 5 years, a care year consists of 12 periods of 4 weeks and 1 period of 5 weeks. Once care for the reporting year has started, the first care period of the reporting year has been reported as beginning MPB. If care continues in the following reporting year, the last care period of the reporting year has been reported as a final mpb. The file contains the invoiced EB per living unit. This own contribution applies to all care that has decreased during the period described. The IA is not assigned to the type of care used. If several types of Wmo care have been taken within a living unit, it is therefore impossible to determine which part of the EB has been paid for which type of care. If care that falls under the low own contribution/high own contribution (LEBHEB) system (this concerns Wlz care and Wmo care with stay) is also used within the living unit during the same period, then the EB for MPB care will be waived and the own contribution will be EUR 0. A rule reports the invoiced EB that pays a living unit per care period during a period during which invoiced EB, living unit composition, pension entitlement, and contributionable income for a living unit does not change. As soon as one of these variables changes, a new line is created for the respective living unit.
