Description
Includes of people sitting in the RNI:
— the country of address
— date of commencement of the period abroad
— date of end of the period abroad
For some countries, mainly neighbouring countries, the following variables are also filled:
— the address municipality, the place where the person officially lives
— the distance to the Dutch border in kilometres
— an address key that will allow (in the future) aggregation for certain European countries to higher regional units
— an indication of the quality of the identification of the foreign address
The component contains two main groups of people:
— persons who at some point have been a resident of the Netherlands and have emigrated abroad, such as pensioners who have moved to France. These pensioners may have already left abroad before the start of the BRP on 1-10-1994 but because they have a pension from the Netherlands (and therefore a relationship with the Dutch government), they are visible in the files. Emigrants who left before the start of the BRP and do not receive a pension or AOW pension are not visible in the files. Persons who have moved abroad after the start of the BRP are always visible, but the degree of address history depends on contact between the government (e.g. the Tax and Customs Administration) and the person.
— persons who have never been a resident but have (had) a relationship with the Dutch government, for example because of working with them in the Netherlands. Think, for example, of the Polish seasonal worker who does work in the Netherlands, has a Dutch residence address but is not registered as a resident.
The component is a coordinated version and contains information until 31 December YYYY.
Only the information for the last year has been coordinated.

The file is a coordinated version of a living bus. Changes in the past that become known (many) later will still be processed in the bus on the actual event date. This allows information over equal periods but from different versions of the file to be different.

### Methodology
When do you use this file?
To retrieve information about the foreign address country and the foreign address municipality at a certain reference date or in a certain level period.
The file is of the bus type. Bus type means that the data file (the component) has a form in which in a record (a row in the file) attributes are attached to an entity using a time key. The time key consists of a start date and an end date. When a change occurs in one or more attributes, a new record is created. There shall be no overlap in the time keys of successive records for a specific entity.
For example, if a retired Dutch citizen once immigrated moves from Liège to Antwerp, then the person (entity) will close the stay in Liège and set a new record for the stay in Antwerp. The end date will be in the situation on JJJJ1231, to indicate that the period of stay in Antwerp is still ongoing.
### Population
All non-residents (never residents and ever residents) with a relationship with the Dutch government. These people are registered where they live. Persons are not obliged to report a move in the RNI (as opposed to the GBA), so the quality may be less than that of the GBA. In addition, however, it is true that authorities that have had contact with a customer and have seen that the data is correct or not, pass this on in the RNI.
— In the GBA bus components, the period described is slightly extended. Previously, information from everyone who was resident in the Netherlands from 1 January 1995 to 31 December 1995 was included. That period shall be 1 October 1994 until 31 December 1994. In addition, information from persons who have been a resident of the Netherlands before 1 October 1994 is also included where available from the BRP. Consider, for example, the person who received AOW before 1 October 1994.
— The date of the last known period was set on 31 December, but is now filled with a known date if there is already information on that date and otherwise that date will be set to 31 December 2050. As Satco, you will have to pay particular attention to whether the change in date end requires adjustments in the software that uses this variable.
