Description

This microdata file contains data from the target group register of the Employee Insurance Agency (UWV). The file has been compiled for On Site and/or Remote Access analyses for research into the population in the target group register commissioned by the Ministry of Social Affairs and Employment (SZW). Permission from the Ministry of SZW is required for use. Requests are made via the CBS, Social Security Department. The target group register is a national register in which all people who fall under the job agreement are listed. The UWV manages this register. With the data from the target group register, the Ministry of Social Affairs can check whether employers realise the agreed additional jobs for people with illness or disability. Employers and municipalities can use the Social Security number to see if an employee, applicant, temporary worker or posted employee is in the target group register. And whether he counts for the job appointment. In addition, there are also people who are in the target group register, but who are not covered by the job agreement. They shall count when the quota system enters into force. The main variables that appear in the file are the codes of the basis (right) on the basis of which the (possible) labour restriction of a person is included in the target group register, and the reasons for the termination of the bases. The file contains all the bases that have been running at some point in the year under review. It is a dynamic file/file at the level of mutations. The UWV provides once a year a file with prescribed characteristics about the mutations in the registration file. The CBS file is a timeless BUS. ### Population The population is made up of all persons covered by the employment agreement or counting into the quota scheme (Joice Agreement Act and Labour Limitation Quote Act). The following people are in the target group register and are covered by the job agreement: — People covered by the Participation Act, whom we find that they cannot earn 100 % of the statutory minimum wage. — People who are covered by the Participation Act who we find that only with the provision of job coaching can they earn the statutory minimum wage. — School leavers from secondary special education (vso) and practical education (pro) who have registered with the UWV. — People with a WSW indication (former Social Employment Act). — People with old Wajong or Wajong 2010 who can work. — People with a WIW job (former Job Seekers Act) or an ID job (former Decree on in- and flow-through jobs). — People who enter the target group register via the practical route. The following persons are in the target group register, but are not covered by the job agreement – they count when the quota scheme starts. It’s about people who: — only with a provision (aid, tools and regulations) can earn the statutory minimum wage, and: — have an illness or disability that originated before their 18th birthday or during their studies. A record in the microdata file shows a period where someone with one or more bases appears in the target group register. A record can display the information of up to six bases in the same period. The information of the first base is indicated in the variables ending with the letter A: CODEGRONDSLAGARBEIDSPERKTHEIDA, CODEREDEN FINDEGEGABPA, DATUMEINDEREGISTRATIEA, DATUMEINDESOORTABOLOLGENSBRONA and NAAMBRONSOORTARBEIDSPERKTHEIDA, the information of the second base is displayed in the same variables ending in the letter B (CODEGRONDSLAGARBEIDSPERKTHEIDB), the information of the third base is indicated by the letter C, and so on.
