### Methodology
The stock is an integral observation of the population. Each record in the file represents 1 public library. The (partially) missing or incorrect information is estimated on the basis of t-1 and the average year-on-year development. The results were not weighted.
### Population
The public library is an institution serving society and its development, open to the public, not aimed at making profits, which has five functions: knowledge and information, development and education, art and culture, reading and literature and meeting and debate.
