Characteristics of social assistance benefits (01-01-2011-01-01-2015)
Description
This component of the Social Statistical File (SSB) of the CBS contains data on benefits under:
— the general assistance under the Participation Act (Assistance);
— the Income Supply Act for older and partially disabled unemployed workers (IOAW);
— the Older and partially disabled former self-employed persons (IOAZ) Act;
— decision on assistance for self-employed persons (BBZ).
As of March 2020, the component also contains data on the Temporary Bridging Scheme Self-employed Entrepreneurs (Tozo).
This is covered by the statistics code of the BBZ but can be selected via the variable BETTERClassificationBBZA.
The main features found in the file are:
the type of social assistance,
the standard/base and the amounts of the benefit and of any income.
A social assistance or social assistance benefit may be granted to (households of) single persons (including single parents) and to (households of) couples (married and unmarried cohabitants).
The rows in this component therefore accommodate the data of up to two people. Because there is not always a couple in the relationship between the two persons to whom a benefit can be granted, this description uses the designations First person and Second person.If there is a benefit to two persons, the data of the oldest person are assigned to First person.
As of 1-1-2015, the Participation Act replaces the Work and Assistance Act (WWB).
From this moment on, we therefore refer to general social assistance benefits under the Participation Act instead of WWB benefits. More information on how to access the data:

### Methodology
Social assistance is intended for households.
Although for (marriage) couples both are entitled to the benefit for equal parts, there is still one benefit.
The data refer to the last day of the reporting period.
As of March 2020, provisional versions of the dataset will be made available in connection with the new Tozo scheme in addition to the final version.
For information on the quality differences of the different version, please refer to the annex to the data design.
### Population
Each row in the file represents an assistance allowance (assistance, IOAW, IOAZ or Bbz), which is ongoing or not in the month under review.
