Control unit monitoring Too(L)Smart project - Palazzo Carafa

Description

The Municipality of Lecce participates, as a reusing entity, in the national project Too(l)Smart: ‘Tools for the informed management of urban policies for Smart Cities’, funded under the PA 2020 Open Community Notice, AXIS 3 – Action 3.1.1 P.O.N. Governance and Institutional Capacity. The municipality of Turin is the leader of the project, the University and the municipality of Messina are the originators of the #SmartMe good practice, while the municipalities of Lecce, Syracuse and Padua are the reusing and experimenting entities of the good practice. The project aims to co-build, in a logic of intervention open to the contribution of individual partners, an integrated system of collection and use of data on territorial variables that strengthens the ability of local authorities to respond to the increasingly complex problems inherent in the urban dimension and that, at the same time, generates opportunities for innovation and economic development. The experimentation on the territory of Lecce has allowed the municipality to equip itself with its own technological platform for widespread environmental monitoring using IoT (Internet of Things) sensors based on the open hardware and open software paradigm. The project included a preliminary phase of configuration and installation of IT environments or infrastructure resources, connectivity, processing capacity and storage in the municipal cloud. Subsequently, during the testing phase, the municipality installed, configured and started operating 5 control units for widespread environmental monitoring for the following quantities: air quality: particulate matter; weather: temperature, pressure, humidity, wind speed and direction, amount of rain. The environmental data made available under this project are experimental and unofficial, but are part of the broader logic of widespread environmental monitoring applied to a Smart City context. The installations of the control units were carried out in the public buildings of the following areas of the city: ‘Cosimo De Giorgi’ State Scientific High School (branch); Palazzo Carafa (municipal seat); Educational Directorate 5th ‘Livio Tempesta’ Circle; ‘A. De Pace’ Technical and Professional Institute (branch); ‘Galilei-Costa’ Institute of Higher Secondary Education. The environmental data, georeferenced, can be reached and viewed at the following link https://toolsmart-dataportal.comune.lecce.it:1880/worldmap/ Through this civic environmental monitoring platform, the municipality intends to continue to: sensitize the community, with particular reference to the new generations and school communities, to an increasingly conscious and sustainable use of environmental resources; make the local community an active part in the expansion of monitoring points and the creation of civic apps that, using the data made available to the ToolSmart platform, make it possible to improve the quality of life of citizens from a Smart City perspective.
