Indices of fragility (2019-2020)

Description

Since 2021, see hereAnalytical and synthetic indicators of demographic, social and economic fragility in the different areas of the city, drawn up by the Statistics Office of the Municipality of Bologna on an annual basis.The analysis is divided into three areas: demographic, social and economic; for each of them there is a summary indicator of potential fragility and a set of analytical indicators. Each of the three summary indicators is calculated on the basis of the analytical indicators of the respective field, using a process that assigns a score to the latter and subsequently making aggregations. Since the analytical indicators have different units of measurement and non-homogeneous variability, it was decided to use the normalisation method for the calculation of the scores. By converting the basic data (analytical indicators) into scores (z-score type) ranging from around 70 to 130 and averaging 100, it is easier to identify areas with a level of fragility above the average (indicator values above 100) and areas with a lower level of fragility (indicator values below 100). To obtain the synthetic indicators of potential fragility, in each individual area, the scores were aggregated by operating an arithmetic average corrected by a penalty coefficient that depends, for each area, on the variability of the individual scores with respect to their average value. In addition to a more correct calculation procedure and a more intuitive interpretation of the indicator with respect to the average value, this method makes it possible to compare the relative change over time with respect to the average of the statistical areas. Subsequently, from the three summary indicators of fragility, one for each area (demographic, social, economic), a ‘overall’ summary indicator of fragility was calculated, as a weighted average of the three area indicators. In addition to the indicators of fragility of the individual areas and the ‘overall’ indicator, which allow a vertical reading of the territory, in which it is possible to distinguish the most fragile areas from the less fragile ones, a ‘group analysis’ was carried out; this methodology, through appropriate algorithms that combine all the variables, returns aggregations of the statistical areas in similar groups for the characteristics examined. It therefore offers a horizontal view of the territory, in which all the areas belonging to the same group are characterized by a series of common situations that determine the degree of fragility.
