Initial values - Areas (WFS Service)
Description
Reproduction of the soil benchmarks (so-called initial values) within the urban area of the state capital Dresden, which are not affected by renovation. The municipality may formally define an area in which an urban redevelopment measure is to be carried out as a redevelopment statute by decision. Within the scope of the remediation statutes (remediation area), certain projects and legal transactions, such as the sale of land, require the approval of the municipality in accordance with ยง 144 of the Building Code (BauGB). This is based on special soil guide values (initial values) that are unaffected by remediation and serve as guidance for those involved.
The initial value (renovation unaffected soil benchmark) is the soil value that would result if an urban redevelopment measure had neither been planned nor carried out.
Within the scope of the remediation statutes (remediation area), compensation amounts are to be paid by property owners, which correspond to the increase in the land value of the property caused by the remediation (Section 154 of the Building Code). The remediation-related soil value increase consists of the difference between the initial and final value. The basis for determining the compensation amount is the Special Soil Values (initial and final values), which serve as guidance for the parties involved.
