Reforming the governance system of Helsinki survey results

Description

The material includes the responses of an online survey related to the renewal of Helsinki’s leadership. The brainstorming survey was carried out by the City of Helsinki on the Internet between 31 August and 21 September 2015. The survey was open to everyone. Responses were sought from residents, representatives of different stakeholders as well as from the city’s staff. Feedback from the brainstorming will be used in the preparation of the management reform. The report of the online brainstorming session was published as an appendix to the agenda of the Management Section meeting on 5 October 2015 as an appendix to the Management Reform Interaction Report 28092015.pdf. The data was collected with a virtual brainstorm by Fountain Park. 755 people took part in the online brainstorming and there were about 40 responses on paper. The material is divided into three tabs: the first tab contains the answers to the first and fourth steps of the query, the second tab contains the answers to the second step, and the third tab contains the answers to the third step. Step 1: Respondents were asked for ideas on three topics: “How should services be directed and organised in the future?”, “How would you like to participate in the planning and decision-making of the City of Helsinki?” and “How should the city be run?”. As a tool for brainstorming, the pages feature visual impetus, perspectives related to the subject, which help the participants to think about the topic more broadly. In the material: — in columns ‘2: Short answer’ and ‘2: The long answer" answers the question: “How should services be directed and organised in the future?” — in columns ‘3: Short answer“and”3: The long answer" answers the question: “How would you like to participate in the planning and decision-making of the City of Helsinki?” — in columns 4: Short answer“and”4: The long answer" answers the question: “How should the city be run?” Step 2: A random sample (26) of ideas proposed by others was selected from the database in the so-called dartboard view, from which the respondent was able to put the most important ideas into the centre of the ladder board. The idea placed at the centre is worth 100, and the value decreases the outer the idea of the core is set. Step 3: The defendant had the opportunity to substantiate the three main issues (the three cases closest to the centre of the dartboard). Step 4: The respondent was asked to click on the five faces that best reflects his mood for participation in Helsinki. The answers can be found in the first tab as follows: The answers in the “Figure table on page 7” column are related to the answer options: 1 = Very satisfied, 2 = Satisfied, 3 = Neutral/unconscious, 4 = Disappointed, 5 = Angry, and "8:1. Why did you choose this image?" column answers justify the above-mentioned number selection.
