Flood endangered area tidal area Elbe Hamburg Technical description: ‘The area at risk from tidal floods, in particular storm surges, in the tidal area of the Elbe consists of the land areas between the waterline of the Elbe (§ 3) and the line of public flood protection facilities or, if public flood protection facilities do not exist, the line of the officially published design water level for public flood protection facilities plus a safety surcharge of 0.50 m.’ Extract from § 53 HWaG Legal background: Section 53 of the Hamburg Water Act (HWaG) in the version of 29 May 2005 on "Flood-prone areas in the tidal area of the Elbe"
