Agribusiness Competitiveness Activity in Tajikistan (ACAT) Baseline Assessment 2019

Winrock International conducted a baseline survey for the USAID-funded ACAT project in twelve Feed the Future (FtF) Zone of Influence (ZOI) districts in Khatlon region of Tajikistan. The baseline assessment process was implemented through a series of steps, including a literature review, survey design, questionnaire testing, training of enumerators, data collection (surveys, focus group discussions and key informant interviews), compiling the baseline data-set, data analysis and visualization, and preparation of the baseline report.
The goal of the baseline survey was to conduct an assessment of enterprises operating in the agricultural sector to establish baseline values for project indicators and to validate the extent to which indicator targets are realistic and achievable. The indicator baselines will be used to track progress and to compare activity results against currently existing conditions. The baseline survey included the following types of enterprises:
• Horticultural businesses – producers of fresh horticultural products, processors of horticultural products (dried fruit and nuts, canned products, juices, etc.);
• Dairy businesses – producers of raw dairy milk, producer of dairy products (pasteurized milk, sour cream, yogurt, kurut , cheese, cottage cheese, etc.);
• Services businesses – enterprises that provide services to agricultural businesses: commercial storages, logistics services (sorting, packaging, transportation), extension and business development services, marketing, financial services and legal support.
The study addressed key aspects of the ACAT approach and interventions that include:
• General information and informant identification;
• Types of products or services provided;
• Production and sales volumes for 2018;
• Number of paid staff;
• Technology, practices, standards and certificates;
• Business financing;
• Role of women and young people.
