Event and land use permit system for public areas of the City of Helsinki (Winkki)
Description
The Department of the City of Helsinki’s urban environment manages the city’s public areas and gives the consent of the landowner who may need it to use the land (e.g. construction, installation of structures, events, rentals, terraces, etc.) The related permit process is managed in the Winkki system.
The Winkki data contains permit information for street and green works in public areas, as well as for various events and rentals. The different permit types included in the material include excavation permit, enclosure permit, traffic arrangement, outdoor event and rental agreement. For example, investment permits and management statements are not included in this open material. Open data includes basic information on land use permits such as location, time, purpose and licensee (only to a limited extent).
Winkki data is published as a WFS service divided into two different map layers: work in public areas and rentals and events in public areas. At the Works level, there are tenancy agreements and outdoor events at the level of excavation, fencing and traffic arrangements, leases and events.
WFS’s Winkki data is updated once a day at night, so the data provided by the service is the permit situation of the previous day. The coordinate system of the data is ETRS-GK25 (EPSG: 3879).
