after the fall of communism. With the development of general lustration measurement, this study eliminates the shortcomings of previous indices by distinguishing between types and intensity of lustration
and seriously addresses cases of non-lustration, with a view to ensuring scientific verifiability. The index is based on original empirical data, interviews with experts
(so-called “elite interviews”), digitised archives from the time of communism and analysis of the content of legal documents of thirty-four post-communist countries between 1989 and 2012.
The data file comprises two sources of data — copyright and data from other sources (World Bank, Transparency International, Freedom House, DPI, World Values Survey).
