Establishment of new municipalities in Slovenia
Description
The research collected and analysed objective indicators on the functioning of new municipalities in Slovenia, e.g. the functioning of municipal authorities, staffing, the content of the work of municipal authorities, inter-municipal cooperation, etc. Through a written survey among mayors, deputy mayors, presidents, vice-presidents of municipal councils, secretaries of municipalities and representatives of larger local communities, the survey collected opinions on the problems of establishing new municipalities. The analytically arranged database provides an insight into the method of establishing new municipalities, the objective problems that arise in this regard. Among other things, the survey showed that the process of creating new municipalities will continue. A comparison of opinion differences among municipal public office holders showed that municipal reform is most critically assessed by representatives of "shrinkage" municipalities. They are also the most eager advocates of inter-municipal cooperation and also of reunification. Conversely, the representatives of the new municipalities are rather reluctant in this regard. In their view, the greater participation of residents in the work of the new municipalities is proof that the reform has succeeded, despite some obvious difficulties.
