National inventory of functionally degraded areas in Slovenia, 2023

Description

A functionally degraded area (FRO) is an abandoned or underutilised area with a visible impact of previous use and reduced utility value. A degraded area can display different types and degrees of devaluation according to functional, physical, environmental, social, etc. criteria. The development of FROs or the resumption of activities in abandoned areas is influenced by socio-economic conditions, and their revitalisation requires sector-specific harmonised regulations. and renovation measures. In order to implement the latter, it is necessary to have appropriate professional bases and knowledge of the actual conditions in the space. The objective of the established FRO inventory is therefore to ensure the monitoring of the number, extent and characteristics of functionally degraded areas (non-use areas) in Slovenia. for more effective spatial planning at national level. The established data-spatial layer FRO represents a professional basis for spatial management and sustainable management of natural resources in Slovenia (space or land), which serves the national, regional and local (municipal) level and decision-makers. Periodic monitoring makes it possible to pursue the achievement of the objectives of SRS30 (guiding indicator Average size of functionally degraded areas for the area of Spatial Planning), The data also enable the pursuit of the orientation of the Resolution on the Spatial Development Strategy of Slovenia 2050 (ReSPR50) - to reduce the share of degraded areas by settlements. Periodic data collection (from 2017 to 3 years) and additional fieldwork are used to record the number and total area of FROs; Comparisons with the 2017 and 2020 censuses monitor changes at the level of the state, statistical regions, municipalities or at the level of individual FROs.
