Reporting Water Framework Directive 2010: syntheses on chemical exemptions of surface water bodies per WFD basin
Description
These summary datasets provide information on exemptions for good chemical status of each groundwater body:
- EUSurfaceWaterBodyCode: European Water Body Code
- SWB_MS_CD: National water body code
- SWB_NAME: Name of the water body - Objective_BE_chim: Target date for achieving good chemical status
- ValueChemicalStatus: Value of chemical status
- ChemicalConfidence: confidence level of chemical status
- 1 Heavy Metals[...] 4.9 Hexachlorobutadiene: Quality element exceeding the threshold.The main objective of the Water Framework Directive of 23 October 2000 is to achieve good status for all water bodies in Europe by 2015. These environmental objectives are specified without being formally defined in Article 4 of the Directive. Nevertheless, the Water Framework Directive (WFD) recognises that good status will be difficult to achieve for a number of water bodies in Europe and provides for mechanisms to exempt good status in Articles 4.4, 4.5, 4.6 and 4.7.
All exemptions will have to be justified on the basis of a transparent process. There are mainly five reasons to justify an exemption:
• Technical feasibility (Articles 4.4 and 4.5);
• Natural conditions (Articles 4.4 and 4.5);
• disproportionate costs (Articles 4.4 and 4.5);
• Force majeure events (for temporary exemptions) (Article 4.6);
• Implementation of projects in the public interest (Article 4.7)
