Description
The purpose of the Recommendation is to harmonise and clarify the description of public administration processes. The development of processes is related to the organisation’s planning and development and is based on the organisation’s visions, strategies and operating principles. Process descriptions are a tool for process management, management and improvement. In addition, process descriptions are used for induction of tasks and operations, training and development of information systems. In this Recommendation, the processes are divided into four layers of description (process map, operating model, process flow and workflow). The level of detail of the descriptions increases by level of description. Process modelling is based on the OMG (Object Management Group) BPMN (Business Process Modeling Notation), which defines the symbols to be used in the description. The users of this recommendation are all public sector actors who describe processes in their work. (18.8.2011)
