Description

The ARA maximum plot price map 2023 contains the maximum plot prices applicable to state-subsidised housing production (long-term interest subsidy) in the Helsinki Metropolitan Area in 2023 in accordance with the ARA decision of 21 December 2022. The maximum prices are presented on a plot price map using the administrative divisions of municipalities (Helsinki sub-areas, Espoo sub-areas, Vantaa districts, Kauniainen as a whole municipality). The application instructions related to the prices of the map (see the recommended plot price on the website) may increase the maximum price. For example, if the plot is located in a good location in an existing or future centre, for example in the vicinity of good public or commercial services or, for example, a railway or metro station (maximum distance 1 000 m), the maximum price of the plot may be increased by up to 15%. In the area south of the black border line and in the districts of Tikkurila and Myyrmäki, prices are agreed with ARA on a case-by-case basis using a price model (see the site price recommendation, section 9 of the application instructions). The aim of this thesis is to define a uniform and consistent upper limit for the reasonable price level by region as a guideline in the pricing of land to be transferred to ARA production in accordance with the objectives of the Arava and interest subsidy legislation.
