the Minister responsible for transport and equipment is permanently responsible for the measures to be taken to ensure, in a situation of defence or civil security crisis, transport needs on the one hand, public works and building services on the other.
It is envisaged that these resources will be made available to the Prefects for crisis management under their authority.
In order to fulfil this obligation, the defence office of each departmental directorate of the territories shall identify the main transport undertakings and public works and construction undertakings which may provide the resources to be borne by the Ministry.
Under the responsibility of the departmental directors of the territories, the census, which is continuously updated, contains information collected at local level and then integrated into a set of national files; referred to as PARADES (Business Identification and Activation Assistance Program for Defence and Civil Security).
The creation and management of these files was authorised by a ministerial decree of 1994,
taken after the opinion of the National Commission for Computer Science and Freedoms (CNIL).
The Defence and Security Service is responsible and monitored at ministerial level.
