Water withdrawals - Annual Bulletin

Description

The Ministry of the Environment has entrusted the National Office for Water and Aquatic Environments (ONEMA) with the establishment of the National Bank for Quantitative Water Samples (BNPE). This task has been carried out since 1 January 2017 by the French Office for Biodiversity. The bank’s objective is to collect and disseminate information on quantitative water withdrawals on French territory at national level. This bank now collects data from the fees of water agencies and offices, but it is intended to be enriched with data from other sources (e.g. DDT). The project is co-led by Onema, the Adour-Garonne Water Agency and the Ministry’s Directorate for Water and Biodiversity (DEB). The National Geological Survey (BRGM) is involved in the development of IT tools – which it hosts – and the integration of data (including repositories). In France, water use is mainly regulated by the Water Law of 1992, revised by the Water and Aquatic Environments Law (LEMA) of 2006. Water withdrawals are subject to a regulatory regime of declaration or authorisation, registration of the volumes withdrawn. The State services (DDT and DREAL) are responsible for examining the authorisation files for samples, checking the declarations of volumes taken by users and following up on checks in the event of non-compliance. Water agencies – or overseas water boards – collect a levy on the water resource and collect the necessary data (volumes collected, reporting regime, use of the levy, etc.) to establish that levy. The water withdrawals can thus be estimated using the annual declarations made by the samplers to the water agencies and offices. The annual bulletin presents a photograph of the data relating to the samples stored within the BNPE, thus giving orders of magnitude of the volumes taken and their distribution according to water uses.
