Statistics on the structure of education in the population describe qualifications attained by the population aged 15 or over after comprehensive school, middle school or elementary school. Graduates are classified by level of education according to the highest/last completed degree.
##Target set and cropping
The population with a qualification refers to those with a qualification in general upper secondary schools, vocational institutes, universities of applied sciences and universities. Those who have completed a qualification in a separate examination in accordance with the Act on Vocational Qualifications also belong to the population that has completed the qualification. The classification of education level is based on the international ISCED classification.
The data are based on Statistics Finland's Register of Qualifications. Graduates are classified by level of education according to the highest/last completed vocational qualification. The statistics contain data on graduates in general upper secondary schools, vocational institutes, universities of applied sciences, universities and higher education institutions and on those who have completed a vocational upper secondary qualification, a vocational qualification or a specialist vocational qualification as competence-based qualifications. The register of qualifications is based on the qualification data collected in the 1970 census, which are updated annually.
##Educational level
Statistics Finland adopted the revised classification of education in the classification of data concerning 1998. The longer the education, the higher the level of education. The level of education is primarily determined by the target level of the degree. The target level is based on, for example, official curricula, indicative training lengths, initial training requirements and eligibility for further studies.
- 1-2) Primary education covers the entire comprehensive school, the previous middle school and the old elementary school.
- 3) Secondary education includes matriculation examinations, 1-3 years of vocational education
qualifications, vocational upper secondary qualifications, vocational qualifications and specialist vocational qualifications.
Tertiary education includes:
- 5) Lowest level of tertiary education. This includes, for example, degrees in agrology, horticulture, arts and nursing, which are not university of applied sciences degrees.
- 6) Lower-Degree Level Tertiary Education. This includes university of applied sciences degrees and lower university degrees, as well as, for example, an engineer, a forestry engineer and a sea captain.
- 7) Higher-degree level tertiary education. This includes higher university degrees (master's degrees) as well as doctor's specialisation degrees.
- 8) Degree of researcher education. Degrees are scientific licentiate and doctoral degrees.
