Description

This data is a **cumulation of noise from road, rail, air transport infrastructure and industrial noise.** It feeds the strategic noise map of the 3rd deadline. A deadline is a review of the data that takes place every 5 years. As the first one was created in 2002, a revision is ongoing for 2023. This data includes all noise emissions** for the infrastructures concerned (air, road, rail and industrial), and allows the creation of *strategic noise maps*. **Strategic Noise Maps (CBS)** Noise maps help to assess and predict "**noise impact around certain infrastructures** in certain agglomerations." **According to Cerema:** Strategic noise maps (CBS) are a tool for knowledge and monitoring of noise impacts related to certain infrastructures - roads and motorways (with annual traffic of more than 3 million vehicles) or - railways (more than 30 000 train crossings per year), or recorded in certain agglomerations with more than 100 000 inhabitants. For the MEL, this data feeds the **strategic noise maps** of the 3rd deadline. **A deadline is a review of the data that takes place every 5 years. As the first one was created in 2002, a revision is ongoing for 2023.** These informative maps, are obtained by calculation (numerical models), and are based on data such as: **Internally:** - Traffic (throughput, speed, light and heavy vehicles, type of equipment) - Topography, - The nature of floor coverings, - The nature of the roads, - The location of residential, non-residential buildings sensitive establishments **Externally:** - The ICPE - Air traffic - Conventional tracks (TER, freight) **Metadata available for strategic noise maps** Strategic noise maps Noise exposure level - < 55 decibels - MEL Noise Exposure Level - Cumulative Noise Types - MEL Noise exposure level - All infrastructure (air, road, rail, industrial) - MEL Diagnosis PPBE (Plan for the Prevention of Noise in the Environment): noise maps are used to develop the prevention plan Areas of Concern - Diagnosis PPBE - Environmental Noise Prevention Plan - MEL Quiet Areas - Diagnosis PPBE - Environmental Noise Prevention Plan - MEL ***Who is responsible for developing strategic noise maps?*** They shall be drawn up as appropriate: * by the Prefect, for motorways and roads of national or European interest forming part of the national public road domain, as well as for the railway infrastructure and aerodromes concerned, * by the competent local and regional authorities, for other road infrastructure, * by the public institutions for inter-municipal cooperation (EPCI) responsible for combating noise pollution, for the agglomerations concerned. ***Why was the data collected?*** * To respond to the European Directive 2002-49-EC, relating to the assessment and management of environmental noise, a collection of data on noise emissions provided by the DGAC. * To identify populations exposed to noise of different types: air, EPCI, road and rail
