[DREAL OCCITANIA] Flood Prevention Action Programmes (PAPI) in Occitania
Description
PAPIs have been established in response to national calls for projects launched by the State since 2002.
They are major tools for implementing the national flood prevention policy.
They converge in the same programme of actions:
— improving knowledge and collective awareness of risk;
— the monitoring and forecasting of floods and floods;
— crisis alerting and management;
— taking risk into account in urban planning;
— reducing the vulnerability of people and goods
— flow management;
— management of hydraulic protective structures.
Supported by local authorities or their groups, PAPIs build development and intervention strategies in the territories and measures to prevent and protect populations.
The State contributes 40-50 % to the financing of the actions of a PAPI through the Fund for the Prevention of Major Natural Risks (FPRNM), alongside the Regional Council, the Water Agencies and the ERDF.
The network of the 13 DDTs in Occitanie accompanies the assembly of these projects and ensures their follow-up. DREAL Occitanie DRN is a technical support for DDTs and project promoters. It investigates these cases, and they are labeled by the authorities of Bassin (Rhône Méditerranée and Adour Garonne) and national (mixed flood committee), DREAL pilots the FPRNM and controls grant applications (300 cases not year, EUR 35 million).
PAPIs are a reaffirmed priority of the Government’s 2018 National Roadmap and commit to a new wave of call for projects for 2018-2024 via PAPI 3 specifications. This scheme is heavily mobilised in the Occitania region and generates significant activity for the State (20 % of the national PAPIs).
The layer characterises the perimeters of the PAPIs defined by the carriers in their project.
The details of the “phase_papi” field corresponding to the status of the PAPI are specified as follows:
— emerging: this phase begins when the response to the bearer’s letter of intent to the Prefect Coordinator of Basin (PCB) is signed and sent;
— in instruction: this phase begins when the pre-depot meeting date is known in DREAL;
— in progress: this phase starts on the date of receipt of the letter from the DGPR recording the opinion of the Labelling Authority;
— completed: this phase shall start on the end date of the agreement or its addendum.
