A flow meter is a measuring instrument for measuring the flow (as mass or volume) of a gas or liquid per unit of time (the flow rate) in closed fully filled pipes. All other meters measure volume flow using a derivative quantity such as flow rate. The average flow rate times the cross-section of the channel yields a volume flow rate.
