Municipal finances since 1900

Description

This table contains data on the income, expenses and debt of municipalities from 1900 onwards. The data have been collected from previous publications on municipal finances. The most newsworthy and consistent municipal figures on income, expenses and debt are included in this table. The data presented are taken from the annual accounts and the balance sheet of municipalities and are as close as possible to the classifications and registration methods used by the municipalities in their own administration. This table replaces the series on the finances of the municipalities in the table Government History. Data available from: 1900 Key policy events: 1986 - as a result of a different method of financing the old people's homes, a peak of 2 billion euros is visible on the income side of the capital account. 1995 - In this year, municipalities received approximately 15.5 billion euros from the central government as a lump sum for housing law loans. This leads to a one-off peak in the income of the capital account. With this lump sum, the borrowings were repaid, as a result of which they also decreased by the same amount in 1995. 2008 - As of 1 January 2008, payments received in advance from European and Dutch governments with a specific spending objective (e.g. the construction of new infrastructure) to cover expenditure in subsequent years are recorded differently in the balance sheet. These are included under Accrued Liabilities as of this date. The amounts were previously booked under the provisions. This resulted in a break in the figures for the relevant balance sheet items from 2007 to 2008. 2009 - as a result of the sale of shares in Nuon/Essent, a peak of 5.2 billion euros is visible. Since the book profit and super dividends received are included in the administrative current account, the increase is visible there. 2015 - due to the transfer of tasks in the field of the Social Domain from the State to municipalities, the benefits and costs increase by approximately 7 billion euros. 2020 - The sale of Eneco shares provides additional income (book profit) of 4.1 billion euros. Status of figures: The results from 1900 to 2021 are final, the results from 2022 are provisional. Changes as of 22 March 2024: Provisional figures for 2022 are included. The 2021 figures are now final. In the reporting year 2020, a correction of 6 million euro was erroneously not included in the current debt and therefore also in the total debt. This has been restored in this version. When will there be new figures: The new annual figures on the finances of the municipalities are published approximately 15 months after the end of the reporting period. The figures can be adjusted on the basis of the availability of new or updated source material. In general, the adjustments are small in size. The adjustments are made when a new annual figure is added to the series.
