Description

With social monitoring in integrated district development, Hamburg has had a system of small-scale urban observation since 2010. The aim is to identify at an early stage in which areas of the city multiple social problems are accumulating or increasing. Combined with local experience, the administration is able to derive area-related action needs in the area of integrated district development. In social monitoring, seven so-called “attention indicators” are considered. These are: Children and adolescents with a migrant background, children of single parents, proportion of SGB II recipients, unemployed, children in minimum protection, minimum protection in old age and school qualifications. These indicators are examined from the point of view of the status quo and developments over the past three years. The indicators are grouped and classified into a “status index” and a “dynamic index” using a statistical calculation method. Four status classes and three dynamic classes are distinguished (“high”, “medium”, “low”, “very low” or “positive”, “stable”, “negative”). As a result, a status class and a dynamic class can be assigned to each area under consideration. These are combined (crossed) evaluated and reproduced in the map. The map shows the central results – the overall index – for the respective year. The layer “inhabited areas” was determined and presented on the basis of the land uses stored in ALKIS (residential area, mixed-use area). However, the data always refer to entire statistical areas.
