Industrial Installations (Installations)
Description
Spatial data set that corresponds to the level of Industrial Installation geographical entities (Installation) in the data model defined in the Eu-Registry. This is the industrial level that is subject to the obligations of Integrated Environmental Authorization derived from the IPPC-DEI legislation, which establishes environmental operating conditions of the industry, and which can then be subject to inspection to control its proper functioning. In Spain, for greater administrative simplicity, it is considered for the moment that the levels Facility(report PRTR)>Installation(report DEI) have a one-to-one relationship, so that the information is reported by the holder or the AACC to the system at the same level, although the internal structure of the system is already prepared so that in the future this can change, according to the scheme defined from Europe (EU-Registry).
However, it has been considered convenient to generate a CDE for the Facility level, with the complex data corresponding to PRTR information, and a CDE for the Installation level, described here, given the large amount of information related to the permits and operating and inspection conditions that must be collected for the Installation report level.
The information contained in this table is similar to that contained in the EU-Registry, but not identical, since the activities established by the Spanish IPPC regulation are not identical. Only one register is incorporated for each installation, with the most up-to-date information of the same contained in PRTR-Spain at the date of production of this CDE, and also including installations that have ceased their activity.
In relation to the activities of the facilities, the activities of the single unified DEI-PRTR list established by the EEA and the European Commission are included, but also those corresponding to the single Spanish IPPC-PRTR list, based on and similar to the first, but not identical. Not all facilities are reported to the European Union, because they correspond to national categories not subject to reporting or below the established European threshold, or are in disuse or dismantled.
