TaNDM 2021 Building Energy and Emissions Method and Inventory for Kelowna, B.C.

Description

The aim of the Tract and Neighbourhood Data Modelling (TaNDM) Building Energy and Emissions Inventory is to provide building energy and greenhouse gas emissions data grouped by building categories, vintages and spatial scales at higher resolutions than otherwise available to meet community energy planning requirements. It was developed collaboratively by Natural Resources Canada, the province of British Columbia (B.C.), FortisBC, BC Hydro and BC Assessment, supported by other organizations and individuals via the TaNDM Steering Committee. The TaNDM 2021 demonstration inventory for Kelowna, B.C., presents building and unit counts, natural gas and electricity meter counts, metered natural gas and electricity consumption and GHG emissions Scopes 1 and 2 in five separate reports organized as follows: Inventory Report 1: by major building category and up to four vintages. Inventory Report 2: by building sub-category and two or no vintages. Inventory Report 3: by Building Code Parts (3 & 9) and four vintages. Inventory Report 4: by B.C. Building Code Occupancy Codes and up to four vintages. Inventory Report 5: by neighborhood scale, by major building category and up to four vintages. The Excel file contains a “read me” tab with data quality notes on each report, detailed emissions factors used and a list of terms and abbreviations. TaNDM is a bottom-up spatial and engineering method for creating energy and emissions inventories. It links building attributes to energy meters and measured electricity and natural gas data at the parcel level, and aggregates energy data by building vintage and type to larger geographies while ensuring privacy compliance through data aggregation thresholds. To produce the inventory reports, the TaNDM method follows a five-step process: (i) engage stakeholders, (ii) prepare buildings and parcel data, (iii) integrate meter and energy data, (iv) aggregate energy data and check privacy, and (v) report inventories. This concept was originally developed in B.C. in 2010-2012 to meet municipal demands for high spatial resolution building energy and emissions data. The method was updated in 2022-2024 to include B.C. Building Code parts and categories and add vintages; the updated method is demonstrated through the 2021 inventory for Kelowna, B.C.
