‘Initiation of the project: In order to implement the EC Water Framework Directive (WFD), an ecological assessment of transitional and coastal waters must be carried out. Building on the previous projects “Study on the determination of background values and the natural variability of chemical and biological measures in marine monitoring, sub-area North Sea” (HEIBER et al. 2004) and “Characterisation of the German North and Baltic Sea coast waters against the background of international agreements – part of the North Sea” (BMBF) (AQUA-MARIN 2003a) worked on evaluation concepts for biological quality components with a focus on the transition waters of the Ems Dollart estuary. For the presentation and evaluation of the current ecological status, proposals for the classification of the quality components in accordance with the EC Directive should be developed. Within the specified timeframe of the EC WEED, the assessment systems must be submitted by 2006. At the same time or subsequently, monitoring plans for the continuation and validation of the assessment plans must be developed, or existing monitoring plans must be adapted to the tasks of the WFD. The Ems-Dollart-Estuary processing area (see chapter 2.2) is managed jointly by the German and Dutch sides via the Border Water Commission. This results in a processing of the implementation steps and reporting obligations stipulated by the WFD also under bilateral agreement. From this cooperation, the “Report 2005” drawn up jointly to fulfil the reporting obligations towards the EU – stocktaking in accordance with Article 5 of the EC Water Framework Directive (2000/60/EC) – processing area Ems-Dollart-Estuary – (Border Water Commission 2005) has already been completed.
