Description
“In the context of the implementation of the EU Water Framework Directive (WFD), the ecological status of transitional waters must also be assessed by means of fish fauna. It is the task of the project to develop an evaluation procedure agreed between the Netherlands and Germany for the transitional waters of the Ems (NL type ‘O2’, D-type ‘T1’). The basis for this is the already available national evaluation proposals from the Netherlands and Germany by JAGER & KRANENBARG (2004) and BIOCONSULT (2006). In addition to certain differences, both national evaluation procedures already show substantial general consistencys in terms of content. This refers in particular to the selection of qualitative measures (species community, use of ecological guilds) and the use of a historical reference as a reference for the determination of ecological status within the meaning of the Water Framework Directive. On this basis, the development of a common procedure for the ‘binational’ waters of Ems seemed sensible and feasible. At this point, please refer to the summary report on the intercalibration of evaluation procedures in Annex 3, from which further details on the national procedures can be found.
The development of an evaluation tool for the Ems is intended to build on the tool for transitional waters of the German type ‘T1’ developed by BIOCONSULT (2006), as this also includes the ‘quantitative aspects’ (abundances) required by the WFD, in contrast to the Dutch procedure. The procedure still to be tested in practice was mainly developed on the basis of existing data (hemp catches) from the Elbe and the Weser and must therefore also be adapted to the specific conditions at the Ems taking into account the Dutch procedure. This applies in particular to the historical reference as a measure of assessment and the selection of indicator types. The following steps are mandated:
Preparation of a common (NL, D) database; Adapting the existing assessment tool to the conditions in the Ems; A general check of transferability to other transitional waters of the NL type “O2”; Derivation of a monitoring plan; Development of a “decision tree” to derive measures;
The work was commissioned by BioConsult Schuchardt & Scholle GbR jointly by Rijkswa-terstaat, Rijksinstituut voor Kust en Zee (RIKZ), Haren-NL and the Lower Saxony State Company for Water Management, Coastal and Nature Conservation (NLWKN), Brake/Oldenburg plant. The work was accompanied by a working group of representatives (Z. Jager & K. van de Ven [RIKZ], W. Heiber & G. Petri [NLWKN-Brake/OL]) of the two institutions.”
