“The Coastal Research Centre of the Lower Saxony State Office for Ecology (NLÖ-FSK) dealt primarily with the determination of background data on the quality components and the relevance of the data for the derivation of reference states and evaluation approaches in accordance with the WFD within the framework of the present study on behalf of the Federal Environment Agency (UBA) and the Lower Saxony Ministry of the Environment (MU Nds.). The results of the research of background data were explained in two interim reports (Heiber et al. 2001a, b) and the project approach presented in a publication (Tuente et al 2002). The third interim report/thesis paper summarised proposals for reference and evaluation (Heiber et al. 2002) and at the UBA/NLÖ workshop on 29/30 August 2002 at the Federal Environment Agency Berlin as well as in bilateral exchange with external experts.
On this basis, this final report sets out examples of long-term development processes related to natural or anthropogenic changes and proposes approaches for reference and evaluation under the WFD. [...]’
