» Occasion and task:
Within the framework of the recent trilateral Wadden Sea Conference, it was decided to further develop the Wadden Sea Plan and to take into account the legal and substantive requirements of the above-mentioned EU Directives (FFH, Birds Directives, Water Framework Directives) and to implement them as far as possible. Against this background, it was the task of this report to present the quality objectives or reference conditions currently in force under the Water Framework Directive (WFD) and the state of development of the evaluation procedures of the relevant quality components for transitional and coastal waters. A further task is to identify similarities and differences between the instruments/plans and possible synergies resulting from them. The focus was on the biological components according to WRRL, the further quality components hydromorphology and the general physico-chemical component have ‘only’ a supporting function for the assessment of the ecological state, which is essentially determined by the priority biological quality components, and have therefore not been considered in depth. This also applies to the aspect of ‘chemical status’ according to the WFD. The determination of the chemical status is defined by clear environmental quality standards, i.e. by certain maximum concentrations of substances that are mandatory for all Member States by the Commission and the European Parliament. The problem of different evaluation methods, such as the biological quality components, does not arise here.
