Description

The Government of Canada is committed to renewing and strengthening its economic relationship with Indigenous entrepreneurs and communities by providing increased economic opportunities to First Nations, Inuit and Métis businesses through the federal procurement process. Through collaboration between Public Services and Procurement Canada (PSPC), Indigenous Services Canada (ISC) and the Treasury Board of Canada Secretariat (TBS), in 2021, the Government of Canada implemented a mandatory requirement for federal departments and agencies to ensure a minimum of 5 % of the total value of contracts are awarded to Indigenous businesses. The mandatory minimum target seeks to leverage government spending to help grow Indigenous businesses, which may improve the socio-economic conditions of Indigenous communities. Implementation of the mandatory minimum target was phased in over 3 years, beginning in fiscal year 2022-23. By the end of fiscal year 2024-25, all organizations have been phased in and expected to meet or exceed the 5% target. To report on the Government of Canada’s progress against the mandatory minimum target, federal organizations are required to submit two reports to ISC each year: 1. annual performance against the 5% target; and 2. annual procurement plans for meeting the mandatory minimum target of 5% in the next two fiscal years. The 5% Indigenous procurement planning dataset published here provides information on the planned procurement activities of 95 federal departments and agencies (excluding CSIS) for fiscal years 2025-26 and 2026-27. It includes three CSV files: 1. Dataset 1 - 2025-26 and 2026-27 Planning Report Summary: This file contains an aggregated summary of the planned total value of contracts with Indigenous businesses, the total planned value of all non-Indigenous contracts, the value of any deputy head-approved exceptions, and the planned overall percentage of the value of contract awarded to Indigenous businesses for each federal departments and agency. It also contains the disclosed contact information for each department and agency. 2. Dataset 2 - 2025-26 and 2026-27 Planned Procurement: This file contains the planned procurement amounts of the departments and agencies including: the type of commodities planned to be purchased, the amount that may be allocated toward a certain commodity area, and where the goods or services may be delivered. 3. Dataset 3 - 2025-26 Gaps in Indigenous Procurement: This file contains information on identified capacity gaps by economic object code (more information on economic object codes: https://www.tpsgc-pwgsc.gc.ca/recgen/pceaf-gwcoa/2425/7-eng.html), highlighting areas where departments and agencies anticipate challenges or limitations in procuring goods and services from Indigenous businesses. Please note: Dataset 1 (2025-26 and 2026-27 Planning Report Summary) and Dataset 2 (2025-26 and 2026-27 Planned Indigenous Procurement) cannot be compared directly. The planned procurement data reported in Dataset 1 includes planned spending across all commodity areas, while Dataset 2 includes only the top spending areas as identified by organizations and does not include a complete breakdown of the aggregate values reported in Dataset 1. This is because departments and agencies were asked to identify only their top planned commodities. These figures are estimations based on departmental planning exercises and may change. These datasets represent a snapshot in time, based on reports submitted by federal departments and agencies (organizations) at the point of publication. Organizations are responsible for the accuracy and completeness of their data. While updates may occur, these datasets are not revised retroactively.
