Development plan Harburg 62 1st amendment Hamburg
Description
The Regulation on the development plan Harburg 62 of 23. December 2003 (HmbGVBl. 2004 p. 4) is amended as follows:
1. The attached “Appendix to the Regulation amending the Harburg 62 Development Plan Regulation” is added to the Regulation.
2. Section 2 is amended as follows:
2.1 The second sentence of point 1 is replaced by the following: ‘Exceptions under Section 7(3)(1) of the Building Use Ordinance shall be excluded.’
2.2(7) is replaced by the following points 7.1 to 7.5:
‘7.1 In the core area, by arrangement of the buildings or by appropriate floor plan design, the commercial lounges shall be assigned to the side of the building that are away from noise. Insofar as it is not possible to arrange commercial lounges on the side of the building’s noise, sufficient noise protection must be provided for these rooms by means of structural measures on external doors, windows, exterior walls and roofs of the buildings.
7.2 If levels of 60 dB(A) are reached or exceeded at the side of the building at night (22.00 a.m. to 6:00 a.m.), sleeping rooms shall be orientated to the side of the building’s noisy side. Living/bedrooms in one-room apartments and children’s rooms are to be judged like bedrooms. If levels of 70 dB(A) are reached or exceeded on the sides of the building on the day (6.00 a.m. to 10 p.m.), constructional soundproofing measures in the form of glazed stems (e.g. glazed loggias, conservatories) or similar measures shall be provided in front of the windows of the living rooms oriented to this building side.
7.3 In addition, appropriate structural sound insulation measures such as double facades, glazed stems (e.g. glazed loggias, conservatories), special window constructions or comparable measures must be ensured that these structural measures achieve a total sound level difference in sleeping rooms that do not exceed an indoor level of 30 dB(A) in partially opened windows during the night time. The structural sound insulation measure is carried out in the form
from glazed stems, this interior level must be reached for partially opened components.
7.4 For an outdoor area of an apartment, either by orientation to the sides of the building or by means of structural sound insulation measures, such as glazed stems with partially opened components, it is necessary to ensure that these structural measures achieve a total sound level reduction, which enables a day level of less than 65 dB(A) to be achieved in the outdoor area associated with the apartment.
7.5 In the core area, residential use may not be realised until the south and east of the residential use are reduced to a maximum of 54 dB(A) by the construction of buildings within the areas of the change area of the night level on the side of the buildings facing the streets of the residential buildings designated as “A” and “B”.
