Description

Mobility pools (LOM) in Normandy. Citizen participation - Digital Consultations 2020 (csv) **Collection context** Data constructed within the framework of the [LOM] (https://www.ecologie.gouv.fr/loi-dorientation-des-mobilites). They constitute the privileged framework for action by the Region, in its leadership role. The mobility pool is defined and delimited in consultation with the AOMs, mixed transport unions (such as SRU joint coordination unions), departments and communities of municipalities, and, in the case they are not AOM on 1 July 2021, the communities of municipalities even when the Region acts as AOM by substitution over their territorial jurisdiction. The Region submits the Mobility Basin Mapping project to all the actors listed above for their opinion before its adoption. The mobility basin covers the entire territory of the region. It extends over the perimeter of one or more inter-municipalities with their own taxation, the territory of which ‘cannot be divided between several mobility basins’, unless their deliberative assemblies formally agree. By way of derogation and where the importance of interregional mobility justifies it, two or more regions may carry out these actions at the level of an interregional mobility basin which they define and delimit, in consultation with the AOMs, mixed transport unions (of the SRU type), departments, communities of municipalities or communes. This interregional basin is presented in the draft map of mobility basins submitted to them for opinion, before its adoption by the regional councils concerned. **Collection method** Construction in connection with the services of the Region in charge of road transport and rail transport. Construction of WB simulations: Make appear the Norman EPCI as well as all the neighboring EPCI. Apply special treatment to "fringe" and "to be determined" EPCI. For interregional WBs, underline the link with the neighbouring region concerned. Consultation with all regional actors, exchanges.
