Description
Helsinki's cycling route plans for 2025. The material consists of three plans: Baanaverkko 2025, Keskusta's bicycle network 2025 and the target network for bicycle traffic in suburban areas.
##Baananet 2025
The network plan for cycling banas 2025, for its part, responds to the objectives set by the City Council to increase cycling traffic. Baanas form the backbone of the city's bicycle traffic. The Baana network consists of both new sections and upgradeable existing cycle paths. The network plan serves as a basis for space reservations and more detailed planning of banas.
The Baano network plan responds in particular to the growing demand for long-distance cycling. Baanas are the backbone of bicycle traffic that connects the region's largest residential areas with major job centres and enables fast, direct and even-paced bicycle traffic in the city. The aim is to make cycling a more attractive option even on longer trips, so that the city's goal of increasing cycling traffic can be met.
The entire city's baana network will be updated with the master plan.

##Central cycling network 2025
The main network plan of the inner city aims to meet the needs of increasing cycling traffic and allocates targets for the development of cycling infrastructure. The goal is to make cycling easier and safer so that the city's goals of increasing and safer cycling traffic can be met.
The main network plan indicates the main routes needed for bicycle traffic in the situation in 2025. The main routes form the backbone of the cycling network, complemented by other cycle routes and connections. Indicatively, the plan identifies one-way and two-way cycle traffic arrangements, as well as mixed traffic arrangements where cyclists share the same space with other vehicles. In other respects, no position has been taken on the quality of traffic arrangements; the plans will be specified on a case-by-case basis.
Using internationally generalised quality criteria, the following quality objectives have been set for the target-oriented cycling network: safety, straightforwardness, ease of use and comfort.

##Rolling target network in suburban areas
The target network for suburban areas together with the planning guidelines for cycling traffic [www.pyoraliikenne.hel.fi](https://pyoraliikenne.hel.fi/) provide guidelines for the development of cycling traffic in suburban areas. In the near future, the focus of cycling projects will be on expanding the target network and the baana network in the inner city. In suburban areas, the development of cycling traffic is primarily focused on the expansion of the baana network. In connection with planning projects in suburban areas, it is important to identify the target state in order to create opportunities for developing bicycle traffic in line with the growth objectives in the future.
In suburban areas, the focus of the development of cycle traffic is not on increasing the number of cycle paths or lanes, but on providing direct, smooth and safe routes. The need for the arrangement of bicycle traffic, such as a cycle path or lane, is primarily determined by the frequency of traffic. More detailed planning defines the traffic arrangements according to local conditions. However, separate cycle paths or lanes are not always needed, and good conditions for cycling traffic can often be achieved by calming down traffic. The section marked in the target network may therefore also refer to the route on which the bicycle traffic is assigned to the roadway. Clarifying the transport network hierarchy and calming traffic in increasingly larger areas is an excellent and efficient way to achieve the conditions for cycling in line with the growth target. The new target network will replace the target network 2015 plan for main tracks approved by the Transport Planning Department in 2008. The baanaverkko included in the plan is in accordance with the master plan decided on 26 October 2016 and replaces the baanaverkko approved by the City Planning Board on 5 March 2013. The Baana network has also been revised for the inner city to comply with the master plan.
