Programme backdrop of the action programme Lower Saxony Water Landscapes - floodplains of the WFD priority waters

Description

The feature class consists of the following topics, which overlap in large parts: • Floodplains (ÜSG) (as of August 2018)• Soil Map (BK50) - Soil Landscape 6 (LBEG - as of 2017)• Soil Map (BK50) - Supplement to Soil Landscape 6 / Buffer (as of October 2018) • Planning Spaces of the Integrated Management Plans (IBP) (IBP Elbe: As of 2012/IBP Weser: As of February 2012/IBP Ems: as of 2011). Floodplains (ÜSG): During the setting work, the areas with special need for action were taken into account from the point of view of flood protection and flood prevention throughout the country. These are, inter alia, legally established and provisionally secured floodplains pursuant to Paragraph 115(1) of the NWG. For all WFD priority waters, regardless of their priority, a spatial demarcation of the water-typical floodplain areas was carried out on the basis of the current floodplains. Soil map (BK50) - Soil landscape 6 (LBEG):The selection of typical areas for the soil landscape 6 was carried out by the LBEG on the basis of the flowing waters with a catchment area > 2000 ha, (side) waters with smaller catchment area sizes were not taken into account.Soil map (BK50) - Supplement to the soil landscape 6:For all WFD priority waters regardless of their priority (with catchment area buffer:If a floodplain demarcation at the priority waters was neither possible according to existing OCTs nor according to BK50 (e.g. in areas of source areas and small upper reaches), a buffered representation of 100 m of floodplain area on both sides was made for pragmatic reasons. As a rule, marsh waters are below NHN and therefore do not have any actual ‘morphological’ floodplains – a demarcation of floodplains on the basis of the BK50 is therefore not possible. This is also not reasonably possible on the basis of the present SPAs. Insofar as not covered by the inclusion of the IBP planning areas, a protective strip of 100 m on both sides is therefore assumed here as an ‘outer boundary’, irrespective of the course of dike lines and any existing tidal influence, for pragmatic reasons, and thus as a supplement to the selection of areas typical of the area.Planning areas of the Integrated Management Plans (IBP):The planning areas of the present Integrated Management Plans (IBP) for the underflows and estuaries of the Elbe, Weser and Ems (estuaries) characterised by tidal currents and tidal events were not included in the nationwide area backdrop. For these large-scale and highly dynamic natural areas, which are largely reported as FFH areas or EU bird protection areas, the IBP is intended to provide the conceptual prerequisites for the conservation and sustainable development of these areas as independent, comprehensive overall planning.
