JHS 200 Service Classification of Municipalities and Joint Municipalities

Description

The service classification recommendation of municipalities and joint municipal authorities describes common definitions of services and connections to general hierarchies. The services of the classification are described independently of the organisation and do not contain hierarchies. Municipalities and other data users can themselves create hierarchies according to their own needs. The service classification can be utilised in all municipalities and joint municipal authorities, and it has been drawn up in an activity-based manner so that the services take into account the tasks assigned to municipalities by legislation and the tasks assigned to them by the municipalities. In addition, the classification of services takes into account the existing classification of general government tasks COFOG (see JHS 186), requirements for local government statistics and other classifications developed for the processing of data (e.g. classifications of documented data, classification of economic activities). The classification of municipal services is mainly used in national steering, statistics and the presentation of economic key figures for the classification of income and expenditure and investments of municipalities and joint municipal authorities. The classification is used for the planning, evaluation and guidance of municipal service activities and the productisation of services. The recommendation applies to municipal services as of 2019. The development work is related to the implementation of national projects for the development of the General Government Fiscal Plan, macro-management of local government finances, and the development of statistics and information management in municipalities. The aim is to harmonise the definition and maintenance practices of data describing municipalities’ finances with regard to the calculation targets describing the finances and activities of municipalities.
