Less-favoured mountain agricultural areas in BFC

Description

The classification of municipalities as mountain areas (within the meaning of less-favoured mountain agricultural areas - agricultural zoning) is based on the provisions of Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development, in particular Article 18 thereof for mountain areas, and Council Directive 76/401/EEC of 6 April 1976 (precise determination of the criteria for classification in France as mountain areas). The mountain area is defined by Article 18 of Regulation 1257/99 as being characterised by handicaps linked to altitude, slope and/or climate, which have the effect of significantly restricting land use opportunities and generally increasing the cost of all works. This list of municipalities in mountainous areas is used in particular to calculate the DGCL's overall operating allocation for municipalities. (Articles D113-13 to D113-17) - Legislation The mountain area comprises municipalities or parts of municipalities characterised by a considerable limitation of land use possibilities and a significant increase in the costs of works due as appropriate: 1° The existence, due to altitude, of very difficult climatic conditions, resulting in a significantly shortened vegetation period; The presence at a lower altitude, in most of the territory, of steep slopes such as mechanisation is not possible or requires the use of very expensive special equipment; (3) the combination of these two factors where the extent of the handicap resulting from each of them taken separately is less accentuated; in this case, the handicap resulting from this combination must be equivalent to that resulting from the situations mentioned in 1° or 2°. Moreover, these lists are not fully up-to-date, since several divisions or mergers of municipalities have occurred since that time. The compiled and updated list will be published shortly by the Ministry.
