This consultation concerns a service contract for the processing of applications for a ‘rental permit’. In 2021, the City of Brignoles set up, as part of the law on access to housing, the pre-rental authorisation scheme. As the market is coming to an end soon, it needs to be relaunched. The candidate must examine the applications for prior authorisation to lease on the basis of the technical file submitted by the petitioner and a diagnosis during an on-site visit. A summary report is drawn up enabling the municipality to accept or refuse the grant of a permit to rent housing within a specific area. All the expected technical specifications are specified in the Specifications (C.C.P.). The contract shall start on the date of notification or on the date indicated in the notification letter for a period of 12 months. It is renewable once for the same duration by express means and therefore has a total duration of 24 months. The maximum annual amount of expenditure is fixed at €40 000 excluding VAT, i.e. €80 000 excluding VAT over 24 months. The municipality cannot give as an indication the number of applications for permits that will be submitted, on the other hand it estimates at about 1,000 the number of dwellings concerned.
