Number of naturalisations proposed by the Minister for Foreign Affairs on the basis of the ‘foreigner emeritus’ procedure, governed by [Article 21-21 of the Civil Code] (https://www.legifrance.gouv.fr/codes/article_lc/LEGIARTI000006419651) This data was received by the Ministry following a [access request] (https://madada.fr/request/number_of_attribute_proposals). I have documented my research [here](https://mario.restuccia.re/activist-files/transparency/transparency-2024-en-06.html) Figures refer to the years 2007 to 2024. The Department states that "the figures for the years 2002 to 2006 are not in the possession of the CESC". The SCEC is the Central Vital Statistics Service. ### Data format In my initial request of 25 August 2024, I had indicated that I wished to receive these documents ‘in electronic form, in an open standard, easily reusable and usable by an automated processing system, as provided for in Article L300-4 of the Code on relations between the public and the administration’. The documents that the Department sent me, on the other hand, are a table created with Microsoft Word and exported in PDF format. The table is therefore not easily reusable or usable by an automated processing system. I therefore make available, under my responsibility, the data received in CSV format, and a file that adds information about the President of the Republic in power for each year, and the average of naturalizations for each President. ### The procedure of the foreigner emeritus This procedure, little known to the general public, was brought to light following the arrest of Telegram CEO Pavel Durov, as reported by [Le Monde](https://www.lemonde.fr/pixels/article/2023/06/26/le-mysterieux-passeport-francais-de-pavel-durov-fondateur-de-telegram_6179287_4408996.html). ### License and reuse I can't license the data because I'm not the producer. On the other hand, due to the fact that it is public information, the data are re-usable under the conditions laid down by law, and in particular those described in [Book III, Title II of the Code of relations between the public and the administration] (https://www.legifrance.gouv.fr/codes/section_lc/LEGITEXT000031366350/LEGISCTA000031367685/#LEGISCTA000031367685).
